Abstract— The disposal of end-of-life vehicles (ELVs) is a high concern to achieve eco friendly development in different country.

Making the most of recovery and recycling prices of ELVs is aimed to be achieved by the stakeholders to lessen environmental influences and to enhance on the road protection. Lately, ELV management have been established substantially in developed nations to produce an appropriate recycling where possible system making use of the best readily available

technologies. To get European Union (EU), the End-of-Life Vehicle Directive has passed regulations to the affiliate countries to reuse and recover 85% by weight of the typical vehicle in year 06\ and this percentage is expected to increase to 95% by year 2015. In Malaysia, after the business of National Car Job (NCP) in 1985, the automotive industry is growing tremendously in

terms of technology and innovation. The National Auto

Policy (NAP) has been founded to ensure that the NCP

progresses successfully in line with the competitive demand. However , the NAP in Malaysia has not handled the

environmental issues related to the automotive aftermarket

development. Currently, directive or perhaps legislation on end-of-life vehicles for the automotive industry has not been established. A recent review of the NAP features imposed the ban of importing used automotive parts (effective 06 2011) and gradual advantages of ELV policy, concerning promote security and make an

environmentally sound supervision of automotive industry.

This studies undertaken to study the feasibility and

requirement in advancement the framework for establishment of ELV management system in Malaysia.

The introduction of manufacturing industries around the

earth is very impressive with the launch of new

solutions and creativity, so as to gain higher efficiency and top quality products. However , most suppliers take in

consideration of any product life cycle from conceptual design up to planning for employ, and only little attention is given to the planning for retirement [1]. Same situation goes to automotive industry, in which every year countless car reach

their old age, but there is absolutely no proper treatment of people

vehicles. Because of this, issues linked to waste disposal arose tremendously, and the unused vehicles were still left without

environmentally sound administration, which in turn may cause

emission of pollutant. In European Union, taking system

simply been founded when there was major problem induced

by the retired vehicles.

Lately in Malaysia, there is no specific data for the

number of ELVs since a typical system intended for ELVs

deregistration is certainly not exist. For the owners, as long as they can start the car engine it will bring them for their destination, they will still use the car till they reach a very senior years. Inadvertently, old aged vehicles not only pollute the

environment but also very dangerous towards the owners. Yet ,

Malaysia continues to have stacks of unused automobiles that require

required treatment. This leads to automotive recycling to

can be found for a long period of your energy before, which is driven by

market demand. According to Mat Saman, players of

recycling activity include the hobbyists, dismantlers,

shredders, material recyclers, spare portion dealers and

workshops [2]. Currently, recycling of ELVs will be

practiced simply by 5000 little companies bound under groups
